After googling "binkw32.dll," it seems it's a game-related video codec that comes standard with many PC games. Usually it's missing because of a bad install, or because it was illegally downloaded.

 

That being said, try reinstalling it. Or maybe updating it via elderscrolls.com if you haven't before.

 

And take a look at this page where I got some of that info. It should hopefully prove useful to you. It even lists Oblivion as one of the games that oftentimes experience this issue.

 

EDIT: I also found this topic where someone had a similar issue. It's kind of short though.
