Have you checked to make sure your using the latest NVSE & the Latest patch of New Vegas since your reinstall? I know it's silly to mention but honestly I've overlooked it in the past a dozen times xD forget all about it and use a version I've had packaged for 6 months in a backup folder rather than look it up and get the latest. Otherwise not a clue, random -- but try only using New Vegas & Navada Core.esm, not even DLC's and see if you still encounter the problem. I know FOOK is incompatable to a degree with Navada, in the sense that if you want to use FOOK you can only use Navada core and cybernetics I think or something like that, FOOK mentions something about it - but if it's happening on a clean install then It's really gotta be something simple being overlooked :( NVSE updated, NV patched, latest version of Navada... install it through FOMM to be safe maybe. Because for me they're not even when I have them checked in the FOMM. Hm, if I understand what your asking.. then No, no it won't. When you click Mod configuration ingame, it'll show two tabs - I can't recall the names off the top of my head... I do think one is called Rebalance though. Just make sure you have two tabs after you click the Mod configuration button. One lets you change the keybindings and things like scope toggling & sprinting / slowmo ect.The other if I remember right has a few extra tabs that basically let you alter a lot about your playstyle, like agility modifier on action points - how hard stealth is - if you want the alternative repairing, realistic needs, ect ect ect. The only way (that I remember..) to know if Cyberware is working is go to the starting house (Doc's) in goodsprings and when you walk in - take the door on your right - and look right at the shelf - sits a crate - with a white box ontop that's a vocal cybernetic -- it also comes with instructions that can teach any Doctor NPC how to install cybernetics. If the box is there, then the cyberware.esm is installed -- but you do have to be careful about load order or you won't get the dialog option to teach doctor's how to install said cybernetics (At least in my experience..) .. Sorry this post is kinda skewed -- don't feel like launching or researching the specifics -- just know for a fact the mod configuration menu ingame only has 2 tabs after you first click it and tells you nothing about cybernetics.
