You mix two (or more) things and get a result - is chemistry magic? In Oblivion it's the least magical of all magic skills (in Morrowind that honor goes to unarmored) - compare it to actually casting a spell or using a soul's energy to enchant an item... Starting skills are essentially a moot point in Skyrim since you'll probably pass them within the first few levels using the skills you want.
