NPC's Skipping Dialouge

Alright, so it's been a while since I've played FO3, and I've been having a few problems getting it up and running again. When James talks to you at the beginning, he skips all his dialouge, and the menus pop up quickly in succession. At the birthday event, he only speaks random lines and it has trouble picking up lip synching, eventually after stanting there with a dumb look on his face, he goes to sit down and the game is stuck there. Not hung, or CTD, just stuck, WASD doesn't work. The alternate start for FWE works fine. There's still errors with NPC idle chatter and such.
