Stuck on a Quest, no prompt

Hello Nexus! I have been enjoying playing my Oblivion since I had to restart my last character, everything has been great. I am level 17 now.

And I have come to the cave that has the Shrine of Sheogorath, to return the staff that summons the scamps. And it will not prompt me to do anything, nor can I activate anything in the chamber, I have tried restarting the game multiple times, I have restarted my PC, I have defragged my game drive, and I still cannot finish the quest.

 

Does anyone have any suggestions?

if i remember correctly, when you go near the shrine, the game tells you that you don't feel the need to carry the staff any more, or something like that

after that, you can just throw the item from your inventory, and that should be it
