Eyebrows to match Hair

Myself and a friend of mine are currently in the process of creating a mod which will let players play as sephiroth from Final Fantasy VII Advent Children. We have finally completed the sephiroth model after about two straight months of hard work and are satisfied with it.

 

Now however we were considering making the mod a double character release and wanted to create a cloud model to go along with him. The problem is we need the character to look the same quality as the sephiroth model in order for us to be able to release them together. The main point is that the real cloud character has eyebrows which match the colour of his hair i.e blonde. This was also the case with sephiroth however as his charcter has grey hair this was simple to implement as by getting the eyebrows the right thickness and lightness makes them appear grey.

 

However to the best of my knowledge it appears impossible to create blonde eyebrows in vanilla oblivion. Does anybody know of a way to achieve this, perhaps a mod that links the colour of the hair to the colour of the eyebrows or something to that effect. Any help would be greatly appreciated and would help us to bring two months of hard work to completion.
