You can get to one just as easily as an alchemy or smithing station.It involves disenchanting to learn that specific enchantment. Which makes sense in a way. Alcrin is saying that it's been mentioned in some interviews that enchanting altars are scattered about the world, much like forges and alchemy stations. I know I've read and heard that you "have" to disenchant to learn that enchantment. I just can't remember a solid source sadly... I didn't think I'd have to bookmark it lol.
