Request: Increase weapon reload time.

Not sure how difficult this would be to make, but I find that the weapon reload time in the game is way to fast, so would there be a kind mod maker who could make a mod that increases the time it takes to reload the weapons?

Of course, if this is one of those "Have to mod each individual weapon" type of thing, then nevermind, but if there was an easy way to do it, like by changing the faster reload perk to make the reload slower instead, then awesome! =)

[EDIT] I already tried to fiddle in the GECK myself, and I couldn't find out how to modify the perk value, so that is why I am asking for help =)
