Microsoft .NET framework is just what it sounds like, framework, it speeds up development on applications. You find it everywhere, an FOMM/NVMM was created an relies on it. So you need to have that installed, but heck you need it for other things too. It comes in a whole family versions 1 2 3 4 an wierd ones like 1.5, I just get them all. You can get them from the Microsoft Website. I use the automatic updates page. Since you don't got .NET you probalby don't have Visual C++ either. Visual is the updated updated C computer language from long ago, C plus plus plus is just around the corner (just kidding) a lot of players swore that un-instaling then re-installing these two programs could fix crashing issues. Right now I have like 5 different versions, some came with games, an others came with applications or microsoft. You should at least have one version. Java and adobe flash player are next, but not used for Fallout 3/ Vegas.
