How Is an Item Copied From One Mode to Another?

First of all... create backups... always do this before modifying an existing file.

And then if the purpose is to merge stuffs from an .esp or .esm file to another you can do it with FOMM.

Right click and open in Tesnip both files you need and here you can copy paste what you 're lookin for, i made it to merge several outfits\armor\weapons mods i had.

You can then save your file to .esm or .esp if you change the original (ex: esp => esm) it will create a new file.

You can overwrite the existing file but creating a complete new file with a new name is good cause this file will only requires Fallout.esm to run.

WARNING IF YOU MAKE AN ESM :

Be aware that if you check same esp and esm in FOMM's load order, two file with the same created npc's will have it spawning.

The result is that the esm you just made will spawn a "twin NPC" so don't have identical GRUP in both esp and esm, or don't check both in FOMM, anyway it's best to have masterized file (esm) it prevent texture issues like white heads/ black bodies etc....
