Looking for a mod that makes raiders/settlers roam and settle the wast

When you realise that 100 times out of 100 when you travel to springvale you won't encounter anything worse than that one ant occasionally it kinda takes away from the imersion. I figure if you never know whats going to be at your destination it could give it more of a survival feal. So I think what would be cool is sometimes you go there and theres a scavenger or some settlers who might be living in an abandoned house, and later you might come and raiders have killed him and hanging out there till you kill them. If you dont kill them every so often you might go back and find more corpses of people who wandered into raider camps. Though im thinking there would have to be a limit otherwise if you spent a long amount of time in say, DC metros you would find raiders inhabit everything :P So maybe 200 new possible spawn points for raiders, but only 20 active at a time

Also I would like raiders to sometimes attempt to take rivet city, megaton and tenpenny tower, though I think it important that they fail every single time because otherwise if you played long enough there would be no organised groups of humanity left outside of the brotherhood and citadel. Maybe a half dozen or so nameless guards/settlers that could die defending the towns to make it seem like they came close to taking the town.

I'm not wanting existing raiders camps to be empty though. I think they should inhabbit the areas they are in as well, I just think there are a lot of areas they could also inhabit sometimes

Exception would have to be big town as they dont have any of this stuff till you help, but it would be cool if they got attacked occasionally and managed to repel every time, instead of even after you help them there all dead 3 hours later cause 1 albino rad scropion wiped out everything

So yeah, Does anyone know a mod like this?

I have no modding skill so if there isn't one like this already then i'm gonna have to be content with dreaming :P

Actually, this is very similar to a mod I am currently in the very early stages of designing.

Unfortunately, it is quite a difficult task. Of course, some of the components are a bit easier, such as simple repetitive attacks, but to go full scale like you were describing and what I am attempting, I currently understand that it involves a few very complex and probably long scripts (tracking and individual) (seeing what's happening, such as who died, and then what to do, such as sending reinforcements), time consuming AI Packages to make (the default ones won't be enough, you will have to create fairly specific ones to tell the NPC's what to do, such as at what time of day to attack and what do to at different times), and, for very specific results, more work (more scripting and markers). So, that is basically one reason as to why you don't already see this feature in the original Fallout 3 game -- a lot of work.

But, back to a simpler attack, die, and attack again, you could just have a few NPC's initially disabled, have a script counting game time for at what rate you want them to attack and to see if they are actually indeed dead, and set up some xmarkers and corresponding AI Packages for them to follow and what to do. Of course, that is very general.
