Fallout: Hawaii?

I just came up with the idea for a mod that would allow you to go to a new area, Hawaii.

The premise is a the NCR starts a Broadcast asking for Mercenaries to come to a camp on the Northwest of the map. There at the camp is a fleet of NCR Vertibirds, planning to take off to Hawaii once they get enough troops. Why are they going to Hawaii? Well, another NCR fleet flew to Hawaii and discovered that some remnants of the Masters army voyaged to the Islands. According to locals they took up shelter in a long dormant Volcano. However, the NCR discovered that the Volcano they took refuge in actually houses a Pre-War US Airforce base. The NCR, worried that the mutants might learn how to operate Pre-War Aircraft and Long-Range defense tech, send a special Division of the NCR rangers plus mercenaries from around the Mojave (including you) to deal with them.

Factions:

NCR rangers Eagle Division

Hawaiian Tribals

Jungle Ghouls

Super Mutants.

I think it would be cool if this was made. It would be cool to go to a place that has nothing to do with the Mojave.

Interesting maybe...but would it entail more than just trying to stop the masters army and include different things to do and see or would it be just a dungeon and maybe one other area perhaps? I think the idea sounds very interesting and would have potential though would depend on how much effort the modder wanted to put into it I suppose. Remember how cool the mod for fallout 3 was that allowed you to travel to the institute in, what was it?, North Carolina? Anyway nice idea though.

Wow.. I was thinking the same thing.

Hawaii would be a European "enclave" with a bunch of wealthy Europeans using the US military/anti-missile grids for safety, investing in factories, space tech, etc for keeping their luxuries after post-apocalyptia. It would be a mirror colonial/imperial conflict. Plenty of snobbery, imperialism and nationalism.

I was thinking of snowballing this with the Airship concept- there's a cool crater national park near Honolulu which could be a Big MT type military base- and the PC would have to steal/buy/acquire it in order to leave.

Bit of dialogue stuff:

Englishman: "Surely even a mainlander understands the notion of civility. Let us sit, eat and talk, and forget that there was ever such a thing as a frenchman."

[The PC acts hostile after the english start a full-on assault on the French]

German: "First the Danes, then the French, now the English. What is this, Canada?"

German/Dane to Italian: "The only thing more pitiable than a Catholic without a pope is an Italian without wine. Small wonder you're country dissolved into anarchy. You can't even control yourselves!"

Italian: "That is why/because we have the wine, and you have the empires."

I don't get the connection between Hawaii and Europe. America probably would have had Hawaii under heavy control before the war and probably used it as a major Naval Base against the Chinese.

Hence why European industrialists would want to be there, especially if it's got an anti-missile system.

Tropical Island+Military security=wealthy enclave for paranoid businessmen.

Sort of like the SSWWWW project/backstory, only with international (mainly European) capitalists/CEOs/inventors working with the US.

How about instead of just Europeans, maybe the base could be filled with CEO's from all over. Maybe even have the luxury Vault be build by Vault Tech.

Yeah, I just thought that a Euro-Centric (mostly, not entirely, European) bias would be better because it would allow for plenty of colonial/imperial parallels... i.e. Colonial India, Conquistadores, etc. That plus it has plenty of nationalist undertones that make for good dialogue

It's also not a Vault- the entire islands are given over to a) the military, b) the wealthy elites, and c) the infrastructure to keep everything self-sufficient/perfect after the War. IE they built a boom/filter around the Islands to keep the water clean, atmospheric contaiment for the first few decades to keep radiation out, constant chemical filtration in the air/water/ground... all of it to pander to the "elite" who would rather hoarde insane amounts of resources than sacrifice their investment in keeping Hawaii clean.

Hence the tragedy. They spent trillions together to keep everything the way it was- but as the population starts getting too big, they start fighting each other- and causing endless death and destruction- in order to preserve their way of life.

It's an endless loop. They use the wars as population control, stop fighting long enough to rebuild- and start fighting again when their neighbor refuses to hand over materials "needed" to complete their nest. So they go to war again, cause more destruction, and fight to steal the remaining resources, ad nauseaum.

Ye through all of this, the elite still live better than House. The "dirty" parts of the land are in better condition than New Vegas, because the only damage/decay was from overuse/abuse/warring/hording, and they're doing everything they can to keep it clean and perfect. IE stopping a battle long enough to clear out the bodies, then sending more tribals to kill other tribals, etc...

My guess this would have been a Vault that the Vault Tech Owners and their friends would get to live it. Also, only bits and pieces of Tactics is canon, so yeah.

Hey, the US gets part of the pie, right? It's all the wealthy "free world" capitalists working together for their own benefit... even the Enclave/Goverment got involved on some level.

Definitely a US military presence, though. Actually, the soldiers/descendents of the Garrison are the "neutral" faction, an Enclave branch (or what was SUPPOSED to be an Enclave branch) that sent off too many troops/resources for the Enclave as a whole... now they can't stop the Europeans from killing each other, and every bunch is trying to win them over.

Parts of the Remnants showed up as well. Yet they're also trying to keep everything alive- the disillusioment/epiphany of their escape made them realize how selfish it all was. That, plus watching greedy elites tearing apart the last true piece of Earth/Civilization is rather sickening...

So they try to keep the peace, negotiating treaties, etcv. Yet they can't get too involved, or else the Europeans startseeing them as taking a side. They're trying to keep everything/everyone alive by any means, giving away land, tech, etc to delay a conflict or save a town.
