hello i have some question about add topic from CS tool

First, apologize about my poor english. please have a patience :-D

 

I want add new Topic for my added npc.

but it didn't appear in the game. (they have rumor only)

 

I have checked dialogue and condition already but can't find any problem wiht that

 

If there are anyone who know why this happen, please help me
