Quest Giving NPCs want me D.E.D DEAD!

I'll load up my mod list to help troubleshooting, but I modded NV a few months back and didn't touch it until a few days ago. I noticed walking into the NCR camp next to Primm that one guy became agressive. I realized I had the Powder Ganger armor on, and he didn't like that. I reloaded, changed armor, and he still wanted to kill me. I did not return fire, just walked into Primm and started killin bad guys. When I returned he had stopped hatin. I took the quest to enlist a Sheriff as my excuse to go empty out the correctional facility. The "sheriff candidate" there ran away when I entered the building (of note, I was dressed as a member, and got no agro from the boys in the jail, unless they were a named NPC), but as soon as I cleared it out, we talked I told him to go to Primm, and he did. I returned to Primm, and spoke with him about getting a pardon from the NCR and that I needed to head to the Mojave Outpost. I trekked up there letting my new robo-buddy do work on the zombies, and when I arrived (with no problem) I was told to go talk with Jackson and the sniper. I entered the HQ and talked with the front desk gay, then walked around the corner, and ED-E began unloading some laser lovin on Jackson hardcore. At first I thought it was something ED-E did, but reloading and retrying produced the same result. At this point btw, I was wearing NCR armor. To try different fixes, I removed the NCR armor in front of the entrance, and put on standard metal armor. INSTANTLY I was attacked by every soldier on that base. Reload. No armor change. Head up to see the sniper, instant agro. This is extremely frustrating obviously, because I wont be able to take any quests. Ahh yes, walking in to the bar there, Cass didn't like the look of my awesome clothes, and got a faceful of burning from ED-E as well. Quest Failed.

 

I have two theories. One is that I installed the bounty hunter mod, and perhaps a status change caused this. On the other hand, my standing with NCR is accepted, vilified by Powder Gangers, and I'm considered a "Good" character. The other theory is that I installed Project Nevada and somehow that AND something else (maybe the bounty hunter) is creating a "constantly on guard" NPC state. I'm kinda hoping one of you has a console command that somehow resets the NPC state, but I'm only somewhat experienced with modding, and don't know console commands to save my life. Like I said before I can provide a list of mods I have active, but all are up to date, all are sorted properly, NVSE is running properly, as far as I know. The most extensive mods I'm running are mostly textures. Past that, Project Nevada, the Bounty Hunter bidness, and maybe Electro-City but that seems less invasive compared to some of the others. Any ideas based on symptoms are SUPER appreciated. I just need an open world fix until Skyrim, you guys know how it is.
