A to Z Retexture guide?

Hello everyone I am looking to do a re-texture of the 12.7 mm pistol in Fallout New Vegas. However just spent the last hour and a half trying to figure out how to do that and I've not been very successful. Ignoring the possibility that my Google Fu sucks, can anybody point me in the right direction?

I know to start without have to extract the 12.7 mm pistol texture from the BSA with FOMM and they can be located in the GECK (Why it was called "booyah" I'll never know) I know that I will also need the .nif (i.e the mesh) file so I can see what my re-texture looks like on the weapon

Past that though I'm a little lost. I've watched this which was very informative but it left me with even more questions. To start with I don't have 3DS Max so I was hoping to use Blender which can (supposedly) open .nif files with this http://sourceforge.net/projects/niftools/files/blender_nif_scripts/2.5.x/2.5.07/ but after installing it I still can't get Blender to open .nif's. and even if I did I'm not sure how to get my texture back onto the mesh.

Then there's the roundabout Photoshop I do have Photoshop CS5 extended and after installing the new Nvidia .dds plug-in I was able to open my Extracted textures. that dialog box pops up I don't understand talking about 8,16 and 32-bit channels. And at anything below 32 bit looks terribly low res...

What I would like to be able to do is recolor the 12.7mm Pistol texture so that is mostly black metal with a red (Rosewood) handle with writing on the side much like a "A Light Shining in Darkness" except I was going to use elder futhark runes. Create unique name for and balance it so that it is equal in power to "Light shining in". Please note I am not asking for somebody else to do this, I want to learn how to do this myself.

Hopefully I'm posting this in the right forum.
