Hi there, I am going to upgrade my motherboard and processor soon and I was wondering as I did not think to save the rar files for mods when I first started (later on I did) if I can copy the data folder to my mates portable harddrive and install Oblivion and plug-ins to new setup and then add the data folder to this would this work, I assume I have to delete the main Oblivion and plug-in files from the data folder before copying the data folder to the portable harddrive as I've heard overwriting the main Oblivion files can cause problems but does this sound right to you guys.

Please advise me as I don't want to loose my exsisting mods.

So long as you retain the directory structures, the base mods, and the list of mods being loaded (with loading order) you shouldn't have any problems. If you're using any unusual mods, OBSE based mods, or even prepacked OBMM mods, you may have some complications requiring you to reinstall these mods.

However, don't forget the data in "my documents" folders. The .ini files are of some importance if you've changed them in any way. Additionally, if you can preserve the loading order, you may even be able to copy your saves over.

Well theres nothing in my documents folder for bethesda and I installed all my mods manuallly, I didn't use OBMM or the other.I assume I just copy over my data folder and click yes to all and all the meshes etc will be updated like I would installing a mod manually.

Technically, it's "\My Documents\My Games\Oblivion". and you should have it if you're running under windows since this is where your saved games and .ini changes are stored.

The locations of files meshes and other resources are only stored in two places, within the .esp, and within the save file (if one exists) as long as the .esp or the save file can still find a resource where it is looking for one, the mod should still work. These locations are not stored anywhere else, so in most cases, you can just copy over the data folder and any relative .esps and saves, and the mod should function completely. Just make sure you copy over the load orders (which I can't remember where it's stored) and too otherwise any saves you have may be broken. You may also need to reinstall any official mods you may have purchased in the past since these have elements which are recorded in your system to allow you to use them.
