I did as you said the files, I'll explain the process so you can see if I have done wrong:

Priam then I extracted all the files in this mod that is "PowerAttack Voice" and "Shivering Isles PowerAttack" to a temporary folder.

And I came out "sound / voices / powerattackvoice.esp / (races names)" so I tried it name the folders from English to Italian for example (Argonian (Italiano) - argon (Italian)) and so the other races.

So after I opened it OBMM and create .BSA with the folders named in Italian.

Ok, I put in the Data folder and open the game, the character remains mute.

I extracted the original folders to see how the races were called in Italian and they were right but as I said the character remains mute.

I have seen entries in Italian I have tried to see the original voice and the voice of the mod if they were identical so I could change the name and put it correctly, but there are a lot and I do not understand and fear of ruining the game wrong.

It's from the creators of the translation pack you linked and is in some paragraphs basically telling the same I told you in your other thread, but in Italian. And it's covering far more than I did. Maybe this will help solving some issues?

 

I also had a closer look into the translated PowerAttack Voice Mod from the page you linked and it's not a translation of the voices, only a translated plugin (ESP), just telling so we're not confusing things here.

 

This page is also talking of some little compatibility plugin they call "RaceNameITAtoENG.esp", which "could" change it so the English folder names can remain or something (or maybe it's only translating the display names of the races in the selection menu or dialogues?), but I don't understand Italian, so this page can definitely explain it better than I what this is all about. It should also be a good place to ask around, as they seem to know what they're doing and they are Italian.
