Need help doing Helmet FOV

So i downloaded this mod that adds a cool looking armor (Reinforced Chinese Stealth Suit) and thought that it would be fun to add a FOV to the helmet. So when i tried doing it myself, i realized that i don't know anything about those things. So what i am basically requesting is that someone would tell me how to add a FOV to custom helmets, no menus, no configurations, just a simple texture overlay (like the mod in oblivion) whenever you equip the helmet. If you are able to help, please post the full script and tell how i add the texture overlay.
