Self-made weapons mod won't work

I have made several of my own weapons for The Elder Scrolls IV: Oblivion in the construction set. I cannot get them to appear in the game world, though. I have tried placing them in an indoor cell, and adding them through the console, but nothing seems to work. I saved the construction set file to the Data folder, and I checked the esp. box before starting the game. Still, no weapons. Other people seem to have had the same problem. Any idea what I'm doing wrong?

 

It seems to be a file problem. I can open it in the CS and check it off in the data files menu. However, when I open the Data folder, it is not in there or anywhere. It does not seem to save to the Data folder. Every time I open the CS to edit the file it says something like "missing object (ID Form) for reference (other ID form)"

 

Even stranger is that the file shows up in the save menu (where is asks you to save it somewhere), but it doesn't show up when I open the folder. For some reason, the file doesn't seem to actually be saving.

 

One more thing, everything I am using (spells for enchantments, textures, etc.) is based on vanilla Oblivion files.

Seems like your Oblivion is installed in Program files

You will have to give your used account full permission on the folder or move your installation somewhere else.
