did you check the housing i had one of the fleeing powder gangers go into a random house on my game hope this helps

 

Yeah, I've had Cobb run into that house before, so I checked it out, even after counting all 6 bodies lying dead. Instead, I think my mod-situation caused a massive glitching. I watched as the the townspeople fired upon the PGers, and at about their 1/2 health level, the Gangers would just fall down, still alive. After a second or two, the'd then have their inventories available, as if they were dead, but no one actually killed them.

 

So I said the heck with it; un-installed/re-installed the game, and I'll start fresh, after learning the basics of using mods, as I obviously don't have the knowledge to use them correctly yet.

 

Thanks much for the response, however; others may not have seen Cobb or another Ganger go into that house.

Not sure if you're still looking into this. However, I just had the same problem. I found that if I disabled the "AWOP-PNReballanceHPPatch.esp", under the Plugins tab in Nexus Mod Manager, before exiting the gas station, the quest would complete as intended. My guess is that there is some NPC HP threshold value for that quest, implemented as some developer safety so that the Powder Gangers can't destroy the town in what is essentially a tutorial quest.

 

The plugin "AWOP-PNReballanceHPPatch.esp" was the culprit in my case. Hope this helps you, or anyone else running into this slight design conflict.

I have run into this glitch many times, and have never found a solution that worked, other than deleting most of the mods, and only having AWOP and MoMod/Patch installed. If you don't succeed with the consoled ganger, I would just go ahead and advance the quest with console commands, and forget about the damned thing. It's ridiculous to have so much trouble on such a puny quest. Oh, and if you kept Ringo alive, great, but I wouldn't sweat that part, either. The only problem with advancing the questline is that you might have something wrong in your setup, and the glitching will continue sooner or later, thus why I've always gone and fixed whatever was stopping it, though I can't point to any one thing I did besides not running AWOP with Proj: NV; that combo has never worked for long for me, and that's using them on 3 different computers.

Wow, thanks very much for this info. I didn't see the 2nd page of comments before I replied to whoever else was enjoying this crappy glitch. I'll mark this down and try it next time I face this quest.
