If you want to get to the highest possible level without cheating do not put in major or minor skills any for which you have a bonus. Whilst this may cause minor disadvantages (i.e. bigger challenges) at the beginning of the game it won't matter when you start to level up.

I am a bosmer archer and i dont actually end up using shield that much because of spear. B)

however what makes me mad about being a bosmer is that in the beggining you get 75% resist disease and later that becomes null (i wont say how or it's a spoiler) :bleh:

the sign i chose for my bosmer was "the ritual" because mainly i thoguht it would help with the restoration thing.... wrong <_< but i couldn't be bothered to change it because it is the best health giving one without reprisal ;)

My wood elf archer used the sign of the Apprentice, which gives 1.5x magicka. I think your choice of sign really depends on whether you want a character that uses magic a lot. If you are an archer, you might not want to use magic for much other than utility spells, or possibly healing. If you want to use magic, the best birth signs are either the Apprentice or the Atronach. The Atronach gives you more mana plus the ability to absorb spells cast at you. Most people believe that it is the better of the two. Personally, I dislike the Atronach because I think the spell absorption ability makes the game too easy, since you automatically negate 50% of all spells cast at you.

I you do not want to use magic much, a good choice of star sign is The Lady, which gives you +25 personality and +25 endurance. The personality boost is handy, but the endurance boost is the real advantage because raising endurance is not easy for an archer, unless you choose to wear medium/heavy armor or use a spear as a weapon. I do not think that much of the signs that give +25 speed or +25 agility because speed and agility are very easy to increase.

If you do want to achieve the maximum possible level then making the skills that you get a bonus in major or minor skills is a bad idea. Personally, I do not know what the big deal is with maximum possible level. By the time you get to level 50+, each new level is not really going to be giving you any significant advantage anyway, since by then you will probably have close to 100 in every attribute and more than enough health. Still, some people like bigger numbers.

I tend to design my characters for roleplaying and with a certain set of factions in mind. I certainly don't set out to create uber characters, because the game is easy enough as it is. My wood elf sharpshooter was designed to be in the Morag Tong, House Telvanni, the Thieves Guild and the Temple:

Birth sign: The Apprentice

Specialization: Magic

Favored attributes: Endurance and Luck

Major skills:

- Marksman (45)

- Sneak (40)

- Unarmored (35)

- Illusion (35)

- Security (35)

Minor skills:

- Shortblade (15)

- Alteration (20)

- Restoration (20)

- Mysticism (20)

- Light armor (25)

Sneak and illusion is a bit redundant but I chose both because I like to use sneak in dungeons and illusion out of doors. Security is also a bit of a waste given that I have alteration and mysticism, but I am running a mod that makes security a more worthwhile skill by making locks harder to pick, traps harder to disarm and magical open spells much more expensive. I chose two different armor skills because I switch outfits a lot and I have some cool clothes but also some fun leather armor.

I hope this gives you some ideas. The trick with Morrowind is to play what you like and not what you think will be most powerful, unless you like being powerful above all other things. I think the game is too easy, and being powerful just makes it boring, but that's just me.
