Confusing Animation bugs

Hey all. I've been have a rather vexing problem with my copy of Oblivion for a while now. I have a variety of mods that I like to use, and this leads up to my problem. My game will work great for a while, then it will get to where when I load a save file or start a new game, the character I play will have this slow sideways movement without me touching any of the controls. When I do try to control my character, it responds in the same slow movement as before. I'm completely out of ideas as to the cause of this. I've cleaned all the mods with TES4Edit, I've arranged them with BOSS, and I've merged all of the appropriate ones with Wrye Bash. I'm not sure what else I can do. I've reinstalled all the mods twice and even the game itself twice and still no luck. Any suggestions? Here is my mod list and computer specs. I hope these are helpful.

This could be a hardware issue. How well is your system cooled?

I thought this over and tweaked my hardware a bit. My system is amply cooled, btw. I just installed a new fan a couple of days ago. Turns out the problem was caused by my Xbox 360 controller. I know that Oblivion was never designed to work with a controller or gamepad, but I didn't realize it would be touchy just having one plugged in. So this is a good thing to keep in mind. Thanks for the help.
