I'm just extrapolating from the backstory regarding the tribals (distrustful of large societies/empires) and give a suitable moral ambiguity regarding the NCR-Tribal relations... didn't you want/suggest a NCR fallout with the tribals?

This is just my initial ideas, nothing is written in stone and there may be various plot holes.

Cheveyo has a problem with civilized white men (but to a lesser degree non-native american tribals), he blames them not just for the atrocities of the 18the and 19th century, but for the nuclear holocast as well. He has bought into the ghost dancer mythology 100%, and as a group psychosis each member reinforces that belief. At this point they may not even remember that they are super mutants created 200 years ago, at times believing they are the tribals ancestors. If he had his way every white man would be driven into the sea and his belief is that the prophecy requires it.

Raging Bull on the other hand would ally with the ncr as protection/support from the legion, it would be a small price to spare his people the terror of the legion.

The corundum is actually a little more complicated. With Cheveyo there will be poor or no contact with the NCR (because of Cheveyo's advice to Raging Bull), this strategically weakens the war party's position (no NCR support) and leaves them a enemy of civilized men. It eventually results in failure of the movement and Raging Bull being captured and tortured to death by the legion (while all of the leaders of the various tribes are forced to watch). Without Cheveyo threr is the possibility of a NCR alliance, but Raging Bulls looses his greatest military asset (the Nightkin) which would eventually result in him being captured on a raid and tortured to death by the legion (while all of the leaders of the various tribes are forced to watch).

That's where the player comes in, he/she needs to tip the balance for the best possible outcome. The best case scenario is (not in chronological order); 1. Exposing and removing (not necessarily killing) Cheveyo, 2. Unifying the nations 3. Driving the legion from this (relatively) small region. And 4. solidifying the unified nations & NCR's alliance.

With Cheveyo's removal the alliance won't be all that difficult (the enemy of my enemy is my friend type thing). It will benefit the NCR to have an ally and buffer region against the legion. And of course the tribes will benefit from support, weapons etc from the NCR.

The legion on the other hand has to be made to realize that it's standard tactics of terror will not work, that the price of holding these natural parks is too high, and that a long drawn out campaign of continual warfare will embolden other external groups to resist the legion and internal groups to revolt.

If all these things happen the nations will live in relative peace until raging bull dies, after which they will splinter in the various power struggles. If hte legion is still active when this happens they will once more devour the tribes.

I never intended to write the downfall of the legion, this is just a parallel between the legion and a part of Rome's history (namely the Germanic tribes like the goths and visgoths) in which there was a great amount of disruption for the empire and incursions by barbarians. Mixed in with a liberal dose of early American history and a fair amount of Mysticism. Raging Bull can't destroy the legion. His best case scenario is driving them out of the extreme southern parts of UT and NV (where all those national parks are) so the allied nations can live in wary peace.

Well, the NCR isn't going to have a major presence- I see a power armor spec. ops. squad (small, elite) sent to destroy/steal the legion superweapons. So they will have to be carefully placed to have any real effect. The squad is a major investment for the NCR military, they want to steal whatever they can from the legion- including the superweapons.

This is why I imagine tensions with Raging Bull, even without Chevyo- the NCR's obsession with brutal weapons would confirm their fears/distrust of the "white man" as you called it. This doesn't preclude an alliance, but it does put a thorn in the player's plans.

Thought of a early encounter for the mod that will tie into the refinery.

A primitive tribe (no firearms or technology to speak of) even more aggressive than the whitelegs and fanatical in their cult like religion, captures and strips the player (surprise/ambush or just overwhelms him/her). They toss the him/her into the burning lands (or hell lands, hell gate, whatever) cavern/pit and begin chucking spears at him/her for sport. The burning lands is an oil field with many wells that have been burning for decades (maybe as early as the war), as well as lots of small outgassings and other fire related dangers. It's a hellish pit and cavern complex with flames popping up as traps and the charred remains of former unfortunate travelers (possibly flame resistant creatures like fire gecko's). It's worshiped as the tribals version of hell and they believe it has to have sacrifices or the damned will rise from the burning lands and walk among the living (mass slaughter, cats and dogs living together etc). So travelers are abducted to appease the burning lands.

The player will eventually acquire weapons/items from other corpses, maybe a shotgun for the gecko's. Have to avoid the flames (which will function like traps) and eventually exit the caverns to return and claim his/her items as well as the primitives awe of him/her. At this point he/she can decide if it's time for payback. Oh and there should be a boomstick ref, maybe "See this? This...is my BOOMstick! It's a twelve gauge double barreled Remington, Super-Duper Mart's top-of-the-line." etc.

This will be a smallish level but it sets up two things for the player. Later when the legion begins burning everything to the ground the war party's will wonder where they are getting the greek fire and the player will know. 2nd it allows the player to have a backdoor into the burning lands to bypass legion security when the refinery battle/mission begins.

Just to add a little visual flash, we could make them have fire gecko hide items (leather armor, other leather apparel) and use fire on their weapons (flaming throwing spears, war clubs with flaming pitch etc). Maybe if fire gecko hide is flame resistant even give their armor a flame enchantment. The fire effects should give their tribe a very unique look as they storm out of the dark of night. It was more like they took a dead fire gecko and jammed the handles and tanks into his body to keep him fueled. Point wide open mouth toward bad guy. I didn't go very far with it and haven't tried it in game yet but it could be finished pretty easily.

I have to admit that is pretty cool. But won't the legs and tail clip like crazy? A head (or head & torso) on the end wouldn't. But either way you go with, that is going to really bring out their totem/fetish/primitive nature. Is it going to be a unique? You should give it a special flame effect like cleansing flame;

I didn't want them to have any modern tech, but in this case it's just too good to not make an exception.

OBTW kind of off topic, but I'm working on two protectron variants that will use the same model. I'm making part of a protectron's torso and dome clear glass. One of the variants I want to make has glowing energy (plasma or tesla whatever) under it's torso/head dome, but the other variant is a robby the robot (wild wasteland encounter) character. Right now it's just an alpha property on part of the head/torso I split from the main mesh and a light blue texture file. I havn't changed the material prop so the head/torso glass doesn't match the dome glass. I'm hoping to be able to join the torso/head with the dome (reading up on vertex snapping and removing duplicates) to make one large smooth glass part. But this pic kind of gives an idea what I'm after.

I was wondering if you might have seen any mesh or texture in fallout that resembles the electronic junk inside of Robby the robots dome, so I can throw it in my protectron (sorry the pics so small, couldn't find any hi-res ones on google images)?
