Way to alter Blocking/ Defence values in the GECK?

I had a look through the settings, could find a few things, but none of them seemed to have an effect.

 

When unarmed or using a melee weapon, even if you block, you still take most of the damage. I am trying to find a way to make blocking an attack almost completely wipe out damage taken from it for both the player and NPCs so you can actually have a fight instead of just swing away, which is actually more effective at the moment due to blocking sucking so much.

 

So does anyone know what value it is?

I would love to see someone figure out a way to do this, as it would make melee a lot more viable and fun. I'm looked around in the GECK and on the website, though, and I couldn't find anything pertaining to it, or even how the current formula/system works. The only mention I have found is in looking at the perk 'Unstoppable Force', which makes a players hit do 4X as much damage when blocked. Other than that, I can't find anything.
