I uninstalled oblivion then deleted all the leftover files, then reinstalled it and put mods in but i didnt have a defualt meshes or textures folder so i made my own, then tried playing a couple race mods and they dont work dont think the others work either

Make sure the directory structure is right. it should be

Oblivion\data\meshes

and

Oblivion\data\textures

make sure you installed the files related to the mod within the correct subfolders within those.

oblivion\data\meshes\characters\_male

and such.

Any old saved games won't work after you reinstalled since the load order for your mods isn't exactly the same and files aren't being linked properly. You will need to start a new game any time you clear out large portions of your data folder or reinstall.

Calm down buddy. Here's what I recommend.

Copy and past all of your mods and savegames into an additional, then just re-install Oblivion. Replace the mods in the Data folder, and the save games in their folder, and you should be all set. If it's just the mods that aren't working, try re-installing them, perhaps. This could be a lot of work, depending on how many mods you have, but you're more likely to fix the problem there than with the game.

As for the saves and the mods, if you cannot get the saves to work and you want a certain characters face on a new one, then get Face Exchange Lite to copy over the characters face to whatever new character you have. You won't have the same stats or quest completed, but at least it'll be the same character. This may or may not work seeing as you've reinstalled it already. It's worth a try though.

Good luck.
