Debating whether or not i need to do a full reinstall.

So essentially when i go outside things will buffer, then everything will turn really foggy and blue and then Oblivion will crash. My first thought was that maybe it was OBGE, but that doesn't seem to be the case. I use Wrye Bash, not sure if that will be important. And perhaps more important, although i don't think it's related, my installation of FCOM is massively messed up (I think)

Normally I'd suggest deactivating mods a few at a time until you narrow down the culprit, but in your case a full reinstall may be the fastest simplest solution.

 

Be sure to install outside of the default \Program Files\ directory if your on Windows Vista or 7 to avoid issues with Windows UAC (Somewhere like C:\Games\ is fine). Bben's guide is a very thorough reinstall procedure. Once you get vanilla Oblivion installed, go ahead and install any tools (Wrye Bash, OBMM, etc.) and I personally would install OBSE as well. Then, before adding any mods, go in-game and make a new character. Play through the tutorial dungeon right up until the sewer grate that allows you to modify your character (the exit). Make a save before exiting the sewers and keep it around for testing purposes (plus you never have to play through the start again if you don't want to).

 

From here you can start adding mods. Go slow and add a few small mods or one overhaul at a time. Then, test the mod(s) and make sure they're working properly and not causing any issues. That way when something goes wrong (and it will) you know where to start troubleshooting.
