I would assume it to be one favorites list, but one button press brings it up for your left hand the other for your right hand (or something). I *think* that there is one favourites list, and once you've accessed it you highlight what favourite you want and pull left or right trigger depending on what hand you want to assign that favourite to, if there's an option. That made me wonder if High Elf have another power or if their magicka regenaration is their power. I hope not. I want the magicka regenaration constant and another power.
