Turn down the master sound setting while in-game, then exit, an launch the game again an play for a bit an see what it does without sound

 

*edit* looking these up, cauz I forgoot em. Check an see if your game is installed in Program files x86. I would think that might be helpful on a 32 bit developed IP. Then Steam says to install both the 32 an 64 bit versions of Visual C++, heh, you can also check out steam suppoot Steam Support cha ching! I go look for mo stuff.

 

*edit* take l3codecx.ax file out of your C:\WINDOWS\system32 folder, put it on the desktop or somewhere while you test the game for problems without it, or you can research the issue.

 

*edit* You don't have to manually edit the .ini anymore, you should delete yours an revert back to default by running the default fallout launcher to auto detect the settings again, then you can find the FO3/FNV/TES configurator on the Nexus websites for those games, this will edit your .ini all at once. For example Vegas has 3 .ini but manual editing of .ini is a drag, configurator makes it easy.

 

*edit* Get the GFWL Games for windows live disabler on NEXUS. I have issues with both GFWL an STEAM breaking Fallout. It's a shame too, because I wanted to get finish all the GFWL achivements because it makes a neat sound I'm addicted to, but among other things GWFL broke the game from launching on both FO3 an Dead Rising 2 after the keys were put in. It also was saving user settings to one file but loading settings from another. FOSE also disables it but doesn't always fix the issues you have with it. GFWL has worked well in the past but more recently it didn't work at all when I installed it an broke the game as well.

Search up "d3d9 fallout" im too lazy to find the link for the file download but once you do you'll need to place it into your game directory folder and it should work like it did for me on. Unfortunately while it did let me at least start the game I'm now stuck trying to get out of the enclave base (raven rock) more than half way through the game. I am open to all answers addressing this issue.
