LE Spell Help Sever From Aetherius

[Fantafaust]

The Flavor:
Using this spell and your own vitality, you drain the Magicka from your victim, and when they have no more, you sever their connection to Aetherius, the source of all magic on Nirn. They can never cast spells again.

The Problem:
I can apply the intended ability to a target(a female storm wizard, for example) just fine via script on my concentration spell, but it appears to do nothing at all. They still regen magicka.
The ability has 2 magic effects: damage magicka(I made this one), and damage magicka regen(pre-existing). I was trying to be sure it would work.

It doesn't.

I've given her the spell via Addspell in the script, checking her when it procs(set to show a message so i know when to check) with Hasspell returns 1. But as i said, she continues to regen. Help?

EDIT: I'm at work right now, but I think I can just convert the ability to a spell, then cast it on the target using my original script. I'll try that.

EDIT 2:
I have this spell working as I intended. I have two spells, the main one that is a Concentration spell which drains Magicka very slowly, but mages help speed that up by casting, it has no cost so long as you're hitting the target and at the end of which casts another spell that sets their MagickaRate to 0. I currently have this second spell set to a duration of 2 minutes. This seems more reasonable than my original idea.

If I do go about making a version of this spell to fit with the original idea, I'll probably make it harder, in that it'll have a cost even when hitting the target and do damage to the caster during the drain. So you'd need a huge amount of magicka to keep up healing and the drain, the target will be attacking you after all.
