Force Start Settlement Mission

Is there a way to start a settlement mission. I'm getting a "not allied to this settlement" and the minuteman quest isn't appearing.

 

Is there a way to force start the quest for a particular settlement aside from killing everyone? I also tried the set ownership of the workshop but I cannot control the existing settlers.

On a PC you can use console commands to force start a quest (See Fallout 4 Wiki for codes.) I don't know if this is possible on X-box or Play Station. However, if you want a particular settlement you may be out of luck. Locations for Minutemen radiant quests are selected from a list that contains more settlements than used in any one play through. The command only starts the radiant quest, it does not force the radiant quest to choose a particular location. I think the radiant quest stops after so many repeats and the only way to do every settlement in the game is to kill all residents at settlements that did not crop up during the radiant quest's run. -- If killing the residents is the only option, the only way to avoid adding to your murder count is to use the console command "kill X" (where X is the npc's id) or the console command "killall" (which kills every npc/creature in your current cell). These two commands have no impact whatsoever on your character's stats: no murder tick, no exp, etc. Warning! If you use the console kill commands, make sure you have no followers with you that can die. Essential followers will fall unconscious for a few seconds, but will not die.
