More Wasteland Wanderers

I can't seem to find a mod like this anywhere. What I'm looking for is a mod that adds friendly wastelanders to the Mojave Wasteland.

 

Specifically,

 

• Friendly Wastelanders that can be found all over the wasteland
  
• Set in sandbox mode so they can roam and move freely
  
• % Variable for a single or group of evil wastelanders (or fiends) to spawn and start attacking the PC or the Wastelanders
  
• Set on a simple level list to level at half the PC's pace
  
• Uses a medium level weapon and random loot list
  
• Own faction -- But will flee / be indifferent should the PC kill/attack one of them | But should fight back against all other threats.
  
• Some may wander from town to town (destination points for large traveling groups)
  
• % Variable for one to be a scavenger that will trade with a fair amount of caps on him/her
  
• Killing a Wastelander will grant negative karma -- killing the random evil spawns will grant positive -- You know how it works
  
• Should be set to not loot anything (so as to prevent them from taking anything quest-critical)
  
• Sould have typical cold shoulder Wastelander attitudes and voice files
  
• Should react to the player and each other
  
• More spawnpoints placed dedicated to just the Wastelanders ( or their little troublesome pals )
  

 

Some technical details,

 

• At least 10 Wastelanders on the map at any given time out doors
  
• A menu that comes up when first installed to allow people to set up and personalize the spawn rates - number of present wastelanders, etc
  
• Have those vile enemies respawn randomly every 10 - 15 minutes or so
  
• SUGGESTIONS WELCOMED -- WANTED
  

 

I would do it myself, but alas I have no idea how to use the GECK. It's… rather unfortunate to have to request such a simple sounding mod, though I doubt it is so.
