HELP! Game constantly crashes after being around NPCs in exteriors

The actors load fine in the cell. However it crashes randomly as long as I'm around them. If I was in a non crowded area or inside an interior then the game works fine.

 

It only crashes when

1) Outside interiors

2) At least 4 or more NPCs

 

I'm thinking its either my craptop or bugged scripts. I have near or over 200+ mods with 120 plugins. (I use Merge Plugins)

I have a seriously crappy laptop and I can't run over 30fps constant running on High with shadows enabled. I mainly use gameplay and immersion mods and scarce texture mods. I occasionally have programs minimize and get the low memory windows popup.

 

Help me out.

I think I'm done with this f*#@ing game. I spent more time modding than playing it and it won't even let me play. f*#@ this f*#@ing bullshit ass game and f*#@ everything.
