when Bethesda made oblivion didnt they use some software that randomly placed trees and flora in general in a realistic way.

i would imagine you wouldn't be able to get the actual thing they used but is there anything simular that i could use to speed up modding alot.

if there isn't such a thing could someone somehow make it as im sure everyone who mods oblivion would use it (i apprieciate its probably not very easy to make)

What they used is available. it's located under world > regions. You can quickly populate a world space with the ground texturing, rocks, trees, and other bits. However, it only makes sense to use it when you are making a new world space. It overwrites any ground textures you have in that cell already, it occasionally places rocks and other things inside large statics, it often places trees, rocks, and plants above the ground, or in places you may not want it. Regardless of use, you will still have to go through every one of those cells to tidy up and make it look good. It's more useful for just dropping alot of statics, not actually placing them. Setting up regions can also be a bit tricky, so you really don't want to play with it somewhere that matters. As mentioned, the only place that it saves time is by painting the ground and dropping alot of statics that fit together.
