Fallout 4 Flickering Textures and Odd Crashes

So I've started having an odd flickering issue with distant textures, not sure if it started after a mod install or not as it seems to have just cropped up out of nowhere. Distant world textures will disappear and reappear, I'm also having the issue with elements from Homemaker such as the Institute walls, floors, etc. Included is an example of the world textures dissapearing. I suspect it is a mod conflict issue but I can't seem to find any issues when I run LOOT and as far as I know everything should be working together based off of the descriptions from the mods. I'm including my load order and PC specs. I've looked around about the flickering issue but haven't really found anything which seems to pertain to the particular problem I'm having.

 

Recently I've also started having game crashes. I started a new game and cleared out Sanctuary with "scrapall" and rebuilt a high rise settlement with Institute items from Homemarker, I'm now crashing whenever I hop back into my PA I've got stashed in one of the buildings there. I thought it could be a Build Limit Expansion issue so I reset the build limit to normal and I'm still having the crash. I know these are sort of vague issues however I'm hoping there is something wrong with my load order or there is a conflict I missed someone else spots. Thanks for any help!
