Adding Dialoge to NPCs

Here is a tutorial concerning that kind of work: A Beginner's Guide, Lesson 6

If reading tutorials is not your thing, than you might just jump in and dissect a quest from vanilla Oblivion to see how it is put together. Maybe you could copy and edit one of the quests where you buy a home in one of the cities. Just cut things out and add things and change things until your duplicated quest is totally different from the original and is set up the way you want it.

If you run into problems and come up with a very highly specific question, you could post it here on the forums for a highly specific answer.

You will need to build a new quest, or add the topic to an existing quest. A dialog info or result script will need to add the new topic you create. Topics must be added once before any NPCs will use that dialog. You will need to add new dialog infos to your new topic in your new quest unless you are using an existing quest or existing topics. In that case you add the new dialog topics to the existing infrastructure. At the end of the conversation where you buy the house, you will need result scripts to subtract gold from your inventory, add the house key to your inventory, and do things like change ownership and perhaps name of the house.

It would be prudent for you to examine how the vanilla Oblivion house-buying quests are constructed.
