Quest and Dialogue Papyrus Fragments Not Working in Creation Kit

Hello,

 

I've been working full time on a massive scale quest mod that I plan on releasing this summer. I've been getting used to Papyrus, but I have found there to be one issue. I have an NPC set up to speak to the player with a Papyrus Fragment set to run at the end of the dialogue. The fragment is set up to set the stage of another quest to 10, which I have (hopefully) set up correctly through the properties menu. After the stage has been set to 10, I have it set up to spawn 3 NPCs. However, when I test it out in game, I find that the stage does not change at the end of the dialogue, as it should. When I use the console to set the stage to 10 manually, I find that the NPCs do not spawn as they should. Could somebody please help me with this? I have checked all of the aliases and properties and they all appear to be correct, but for some reason it just doesn't work. Every time I test it, I use a character that has not had the mod loaded on it before.
