Can't Start Render Unto Caesar

So I'm doing a house play through, and this is my fourth run in the game. I've finished Ring a Ding Ding and killed Benny, but when I exit the Tops, Vulpes never showed up to give me the Mark of Caesar and start Render Unto Caesar. So I give Mr House the chip and do a few quests, come back to see if I can find him, and he's nowhere. Used the console to move myself to where he's supposed to be, and it's just an empty spot. Now compared to my other playthroughs, I didn't immediately kill Vulpes in Nipton this time, so apparently he is supposed to be the one who talks to me instead of Alerio. Does anyone know the console command to trigger Vulpes (or Alerio, if that's possible) to start the coversation? Or perhaps someway to trigger the quest without talking to him?

You could try the command "placeatme 00131f77" to try placing Vulpes at your location. If he still wont show up, try 0013a5fe for Alerio instead. All that still fails, you could try simply giving yourself the MoC, but I'm not sure if that will be enough to get the quest started or if you'd need another command to start the quest. In any case, if you use the command "player.additem 001374ae 1" you can place the MoC in your inventory.

Hope that helps.

I've checked other topics and console commands rarely seems to work. All the characters will tell you is "What do you need?". The quest need to be triggered or else nothing would work.

I know there are some console commands relating specifically to quests. Using "setstage 00129d14 1" should theoretically be all one would need to do is set/trigger the quest to the first stage (and perhaps add the MoC to their inventory) and could continue as if nothing happened. Or was that one of the commands mentioned and wouldn't work for fixing this?

I looked up the quest itself on a fallout wiki and unfortunately this particular bug was not listed, so that wasn't particularly helpful. My google search didn't turn up any useful information either. Unless there is some mod conflict somewhere somehow, I have no other ideas outside of what I have already suggested to rectify the bug.

Rolling back through the thread, it sounds like for the OP the Strip version of Vulpes didn't get enabled, which is odd because picking up the Platinum chip in the OP's case is what triggers that. It is at the end of the conversation with Vulpes that the quest Render Under Caesar is started. Using setstage to jump into the quest won't set some variables which are normally done during Vulpes' conversation. Assuming you have not used the setstage, try this:

1. Go to the Strip and stand outside the Tops door.

2. Enter in the console: "131f78".moveto player

3. Enter in the console: "131f78".enable

That should get things back on track. If not, something else is affecting it.
