Is that possible to install the Fallout 4 Creation Kit without the Bethesda Net Launcher?

I was modding for Bethesda's Oblivion back in 2006, and figured out, using Nifskope, how to get the appropriate material properties for solid/static objects made of metal, glass, wood etc, so when you walk on it it makes the right sounds and when you shoot an arrow it either sticks or rebounds depending on material. A lot of people wanted to know how this was done but every time I posted the tutorial the new 'moderator' Bethesda had allowed to take over the modding forum kept deleting it, so I looked into him and found that he was a little kid still at school moaning about how he couldn't do any work on the forums because he was too busy doing his 'homework for school', and declared that he would start deleting entire categories wholesale to make way for his new 'Portals' idea, whatever the hell that meant (nothing in the end. All he did was delete peoples work), and then he deleted everyone else's tutorials too. I kept posting my physics and materials tutorial and the obnoxious kid kept deleting it claiming it needed pictures because he cannot read without pictures as he is a small child who has not yet learned to read. I gave up arguing with this child when he started acting like a hysterical toddler and started crying, and so gave up on modding for Bethesda games. Obnoxious moderators kill forums and drive everyone away. I've seen this happen so many times over the years. These kids usually start out with over 30,000 post, mostly the single word 'Bump', as they repeatedly try to rig the ranking system, for which they should be banned, not promoted to moderator, they are the least qualified, but just because the website owner thinks this guy made the most comments, over 30,000, he must really be contributing, right? Wrong. They do the opposite of contribute. Deleting work and banning everyone who disagrees with you just drives everyone away, starting with the best of them, and so the forums lose their greatest contributors due to letting an obnoxious child rule over adults.

I am curious now about rejoining the modding community again and making some mods, as I see there no new world/objects mods for Fallout. They all seem to be simple-to-do re-texing of in-game items. Nothing fancy, but I need to know before I waste any more time on this:

IS BETHESDA STILL MESSING PEOPLE AROUND LIKE THIS?

Is there still a small ranting child with delusions of grandeur and megalomania in charge of the forums instead of a mature and responsible adult who will not arbitrarily delete everyone's hard work it took us years to do, or have they learned nothing?

Can I get the Creation Kit offline. An offline installer, because I do not and will not ever use STEAM. My home computer is not online and those Steam idiots ignored the requirements of everyone who isn't online and now I can't even buy a PC game from a shop over the counter anymore because instead of the game being on the disc all I get is a weblink to Steam. WTF? I didn't pay for a weblink, I paid for the game. WTF? Now gaming shops no longer stock PC games because of Steam. Who invented Steam? The Mafia as a way to screw money from the Games Industry without every having to do any work to earn that money? They claimed to be 'deterring piracy', but all they did was increase instead. Why do people listen to these con artists and fall for their scam. Steam can burn in Hell.

If I'm going to start modding for Bethesda games like Fallout 4 then I need the offline installer for the Creation Kit or forget it. I am not into being f*cked around by Bethesda anymore, or shitty Steam. Steam is a scam and the more developers who ditch it the better.
