Models and Textures Won't Properly Load/Blue Loading Screens Outside/Stuttering

Okay, so my problem is that when I am exploring the outside wasteland, some if not most of the buildings, roads, trees, etc. will not load and simply not be there. I can load the game from Sanctuary for example, and the town of Concord or even sometimes the Red Rocket Station will have things missing, sometimes every single building or road. The roads or natural items such as rocks and trees and grass will be missing as if a crater was dug. This may happen throughout the wasteland but it is a roulette game as to what or when it will happen and happen to. They are not solid, either. I can go right through everything. If you want screenshot, I can do that but like I said there isn't anything in particular that can trigger it. It may happen or it may not. UPDATE: here are screenshots. http://imgur.com/a/E752S

Another strange thing that has happened to me is I will be exploring the wastes and I'll be hit by a random, blue tinted loading screen. I am not sure if this is part of a mod I have but its peculiar and hasn't happened to me before the current update. I can't take screenshots when it is loading like this unfortunately.

I am playing with medium settings but have Optimized Texture Project on in hope of fixing my framerate issues.
