Workshop menu works on one save but not the other

On my main save I only have 5 workshop menus, but I have the entire menu on my second save I made a couple months ago. As you can see I am missing sections like Structures, Furniture, etc. Not sure how to fix this... It was fine the last time I played on my main save, but after going back to it this happens. Any suggestions?
