Lockpicking issue

I tried to break out of the Imperial City jail. The lock was "Hard" and when I succeeded the lock reset itself and became "Very Hard".

 

Now, I KNOW I saw this issue addressed somewhere, but I can't for the life of me remember where I saw it. I tried searching for it, but I still couldn't find it. =\

Could somebody please link me to an answer or provide one them-self? Sorry for any inconveniences..

EDIT: When I'm in the jail cell the line "The armour of Malevolence has been equipped on the player" appears at the top of the screen. Just in case that's of any importance.
