I obtained several multi-part mods (Ojo Bueno, FOOK2, a big one from another site) and had been opening the files and merging them all into one big file before installing them into the game. On a hunch I re-downloaded all of these large mods, did a clean install, and installed them individually as downloaded instead of in a mass install. I am now halfway to vegas merrily sniping ants on the lakebed next to Helios One. Dunno if it will work for everyone, but it fixed the issue for me.
