Plugin Mechanics

I am playing morrowind owerhaul (http://morrowindoverhaul.net/blog/)

 

And there included plugin which changes models and sounds for some creatures. I want to make game little more difficult by increasing creatures chance to hit and reducing their magicka (for hunger or dremora lord so they rush in melee with deadly daedric weapons instead of casting weak spells). They are already marked as "changed" in existing plugin.

 

Should I edit it or it is possible to make it through separate plugin? Wont these plugins conflict? Also should I load in TES3CS anything in addition to master files when creating plugin for changed combat stats?
