Using DLC and OOO

I'm trying to load up Oblivion after just purchasing Shivering Isles. Game ran fine until I made it to Bruma and then it crashes whenever I try to either enter the castle or enter the fence's house. I've tried numerous installation variations but here's what I want to run:

Oblivion and Shivering Isles

all the official DLC's

Oscuro's Overhaul

Oblivion mod manager says that there are conflicts between OOO and the DLC's- I'm only running v1.3 - I see that there's a 1.31 but my internet is currently limited to dial up.

I also picked up some unofficial patches.

SO... is there an order that you have to run things in to get this to work. I'm pretty sure that they will work together somehow. Can anyone help me out?
