CalibanX
In Oblivion, there were lots of barrels & containers in the cities with free, usually crappy, stuff in them. Presumably for the beggars. Does this feature continue in the Skyrim cities? I know, this is a terribly important question. :)
Jakeschulz
I don't think anyone has really said much about it, but they have put a lot of work and detail into Skyrim so i would have thought that they will include these "beggar barrels". Fatalmasterpiece
I thought these were also known as trash/rubbish/waste bins.
babis8142
I usually ignored them completely but sometimes there would be yarn or something that was usefull for daedric quests or some repair hammer

ShadowscaleB1980
recently in oblivion I thought I would mess around with the AI and put poisoned apples in the barrels - it worked a charm but as you can expect the homeless people magically came back to life a week or so after they died - aargghh Zombies! Vagrant0
I can only hope that they were a bit more creative with their clutter than to leave dozens of ownerless containers in the world just to make the streets seem less empty. On that same token, I also hope that they atleast differentiated between generally worthless clutter in caves and houses, and clutter which should have some value and interest occasionally found in dungeons and ruins. There were far too many chests and such in Oblivion which never had anything good in them unless you were a really high level... In which case good stuff was all-over, often in multiples. natelovesyou
I'd always loot the things for lockpicks and repair hammers, you'd find some good stuff in there. Like Umbra.
