What is holding me back?

I decided to have a go at a few benchmarks and so on to determine the best quality/ performance I could get out of Oblivion. At 1280x1024 however, upping the settings from about medium, all with LOD, to freakin' high, i.e. all settings max, hdr, there is no change in fps, just slightly laggier now and then.

 

So, my question is, does anyone know the reason for this? Is it something to do with the cpu, gpu or something else entirely?

 

My setup:

CPU: P4 HT 2.8GHz

GPU: AGP 7600GT

RAM: Kingston DDR 2GB

HDD: WD 80GB
