dpcollier128
(I must say that some of these races have references to relevant material) Merfolk (the kind with two legs, of course ie: the Zora from LoZ:OoT fame)Flamekin (ie: from Magic: the Gathering's latest Lorwin set, they look more humanoid than the flame attronach)Halfling (aka Dwarf all with same height ie: from Lord of the Rings... you know the ones iee: or from Magic: the Gathering's Kithkin race, depicted in various sets)Giant (taller humans, simple isn't it?)Goblin (short and uglier than an orc ie: from Magic: the Gathering's frequently reprinted goblins or Lorwin's Boggart, not Kamigawa block's Akki)Gnome (ie: possibly the same height or shorter than a halfling, from various lore)Akaviri (they talk about them in-game, have weapons named after them, what where the natives like? ie: perhaps they would look like the Japanese from our world?)Ayleid (aka Aldmer aka Heartland Elves I'd like to see a good version of this race. Imagination people! Altmer (High Elves) may resemble them, but bloodlines still become distorted and diversified)Other "mer" (elf) races (Falmer (Skyrim/Frost Elves), Dwemer ("mer" are elves, they-were-elves), Chimer (Pre-dark elf ancestor), and Orsimer (Pre-orc ancestor)) I've underlined good words to Google for reference or search for on This. The seeds of inspiration have been sewn!

Sypron
Apparently (IE, I don't know if this is true but I've heard it) you cannot make new race models for oblivion. All races use the same model, but they can use different textures. This makes some of your race mod ideas implausible. And the Akaviri is a collective name for many races. They consist of snake-people, monkey-people and several others which I cannot currently recall.
Abramul
The Orsimer, or 'Pariah Folk', commonly called 'Orcs', were formed from the Altmeri (or maybe Aldmeri) worshippers of Trinimac. There was no unique 'pre-Orc' race.
