Enemies "teleporting" and unable to hit

Since a couple days, i have enemies that i cant target with ranged weapons. These enemies enable the red crossair, but you cant hit em, bullets go straight through them. They as well teleport around a lot, like 2-3 feet every 2-3 seconds. You can only damage them with melee weapons.

This happened with enclave soldiers and ramblers.

Any ideas whats doing this ?

Yeah, I know but if disabling MMM fixes the issue, it means one of the MMM files is making a problem. If it doesn't fix the issue it means another one is conflicting, it's eliminating them one by one untill you find the one making problems.
