What is that and what does that mean

It are the preset settings that are set when you choose 'very high' quality.

In your 'My Documents' there's a skyrim.ini which controls the graphic settings. The game comes with presets (low, medium, high, etc), but one can also manually adjust these variables.

So you can tweak the quality vs fps exactly as you want it, squeezing the most out of your system :)

 

What each variable exactly does is unknown, although you can infer it a bit from the name.

For intance

'iActorShadowCountInt=6' probably means that actors (NPC's and such) have a maximum of 6 different shadows from light sources in interior spaces.

Or that's what I think it is, although we don't know for sure, yet..

It sounds more likely that up to 6 actors have shadows, 6 shadows per actor would probably murder performance. :P
