Having a Mod require another Mod

I have a small problem. I'm making personal mod so I can spawn in more diverse AI's, because I like to make AI's fight while I sit back and watch. I grew tired of putting NCR Soldiers against robots or Deathclaws or the Legion. So I made my own AI's, and have met considerable success. However I had this great idea to add in weapons and armor from other mods to put on an AI and have them fight. For the most part it works.

 

Except it doesn't.

 

I can put the mod's weapons and armor, loaded from their .ESP's into my own .ESP, but after I leave the GECK or add in another .ESP, the parent mod's weapons and armors are suddenly gone from the level lists for the AI. Before exiting, I can the "Preview Calculated Result" and I'll still get the weapons and armor, however when I come back to resume work it's all gone. The leveled lists are still there, the NPC ID is still there, just minus the weapons and armor from the other mod.

 

And yes, the other mod works. I'm currently using it in my game.
